Objectives: Preparation of the Tender Document for Component 4 (Modelling) of the IKMP (The Information and Knowledge Management Programme of the Mekong River Commission Secretariat).

Summary

The Information and Knowledge Management Programme of the Mekong River Commission Secretariat is a cross-sectoral programme supporting all MRC programmes and projects. The IKMP provides programmes with data, information and knowledge products and services. It has four main functions (data collection and management, data services, knowledge management), grouped in five thematic programme components: (i) Programme management, (ii) Hydro-meteorological data, (iii) GIS and databases, (iv) Modelling and (v) Communications and Knowledge Management.

The fourth Component – Modelling – provides tools that generate information for forecasting, decision making, planning and impact assessment. The implementation of the Component 4 is done by the MRCS Modelling Team and by a team of consultants. The consultancy part is awarded through a public tendering process. The focal areas of the modelling consultancy are (i) assessment, review and planning of the DSF (Decision Support Framework) according to the needs of the riparian countries and MRCS programmes, (ii) development of the DSF according to the user specifications, (iii) support and conduct of wide scope of modelling projects such as hydropower development impacts, Tonle Sap fisheries management, sediment and bank erosion studies and control of the Vietnamese Delta, (iv) in-depth capacity building for the MRCS and national modelling teams within national and regional projects. Consultant has to have ability to utilize and develop existing MRCS modelling tools.
